Profile

Mr. Goldman is the WRICOPS Executive Director and leads WRICOPS on-site assessments. Mr. Goldman is a training facilitator in the areas of community policing, police integrity, and counter terrorism preparation.

In 2004 he was selected by the Community Policing Consortium to participate in a national symposium on the role of community policing in homeland defense.

Mr. Goldman is a member of the Washington State Anti-Terrorism Advisory Council, and was recently appointed to the strategic planning group for the COPS Office Network of Regional Centers for Public-Safety Innovation (RCPI’s).

Mr. Goldman was Spokane County Sheriff in Spokane, Washington, from 1995–1998. During that time, he implemented a comprehensive reorganization of the sheriff’s office and department of emergency management, featuring decentralized decision-making models, community-based partnerships, data-driven problem solving strategies, and division-based budgeting.

He also established a multi-jurisdictional criminal intelligence unit (CUI), of which the comprehensive inter-local agreements and protocols developed became recognized as a regional model.

Mr. Goldman’s previous experience during his 30-year career includes emergency management, jail administration, and major crimes investigation unit command. He has performed consulting work for the International Association of Chiefs of Police (IACP) and the Washington Association of Sheriffs and Police Chiefs (WASPC).

John has a Bachelor of Arts Degree in Sociology from Eastern Washington University and a Master of Arts in Criminal Justice from Washington State University, Pullman.

Research Spotlight

WRICOPS promotes the use of Community Policing guidelines of teamwork and community cooperation in Counter Terrorism and Human Trafficking Awareness. During 2005 and 2006 we sponsored or conducted several Counter Terrorism Awareness classes throughout our five state region of Washington, Idaho, Montana, Wyoming and South Dakota.

WRICOPS sponsored a faith-based conference on Human Trafficking Awareness in November 2006 in Spokane, WA and will host a follow-up conference in March. at WSU Spokane
